In order to promote the achievement of the goals set in the Latvian National Energy and Climate Plan 2021-2030, strengthen energy independence and development of the national economy, JSC “Latvia’s state forests” (LVM) as the supervisor of Latvia's strategic asset – land, is actively involved in the development of wind farms in Latvia. The production of green energy should serve the society as a whole and promote the economic activity of the regions.

With the production of renewable energy, Latvia can be independent from external energy resources, which is essential for national security.

Latvia's National Energy and Climate Plan 2021-2030 (NEKP) determines the development of wind energy production in Latvia both at sea and on land, envisaging the placement of power stations in forests, as well as the development of solar energy production. Wind farms in lands of forests have also been successfully developed in other countries, such as Finland, Ireland, Sweden.

On 13 June 2023, the Cabinet of Ministers of the Republic of Latvia approved amendments to Cabinet Regulation No. 350, which added a section on “Granting of Development Rights for the Installation of a Wind Park Module” and provides a legal framework for the development of wind farms on public land. Cabinet Regulation No. 350 entered into force on 22 June 2023.

Based on the restrictions set out in the laws and regulations of the Republic of Latvia and additional requirements set by LVM for protected forest areas, LVM have prepared and published information on the lands under its management:

  • on land plots where it would be reasonable to carry out a study for wind farms development and for which auctions may be held for the granting of development right for wind farms development
  • on land plots to be auctioned in 2023 planned land plots to be auctioned in next auctions
  • LLC “Latvijas vēja parki” requested plots for wind farms development

LVM has announced the Territories Available for the 2023 Auction for the Development of Wind Farms on State Forest Lands

LVM offers 38 territories or auction parts with an area of 157 777 hectares for the 2023 auction of land lease for the development of wind farms on State forest lands. Research is first to be carried out over the entire auction area within a period of 5 years; the actual construction of wind farms after the research is expected on an area of approximately 500 hectares.

Applicants should submit their applications by 6 November (inclusive) to participate in the land lease auction. The terms of the auction and the draft land lease  agreement are available on the LVM website www.lvm.lv, under the section Konkursi un izsoles (Tenders and Auctions). The auction is planned to take place electronically in the period from 22 November at 13.00 until 22 December at 13.00.

LVM invites potential participants to a public informative meeting, which will be held at LVM Zemgale region customer centre in Jelgava, Loka maģistrāle 2M, on 7 September from 13.00 until 15.00. During the meeting, LVM will outline the auction procedure, present the auction documentation, and answer questions.

Wind farms will not be built:

  • in the territories of cities and villages and within 800 meters around them, as well as within 800 meters around residential and public buildings,
  • in nature protection areas, where their construction is limited by the laws of the Republic of Latvia,
  • in LVM territories, where the main purpose of forest management is nature protection,
  • in places where there are cultural monuments and other areas important to society.
