LVM Records the Progress of Forest Road Construction Electronically

In September, JSC “Latvia's State Forests” (LVM) put into operation three restored 7.4-km-long forest roads in Kurzeme region; moreover,  for the first time, all documentation and the progress of construction works were recorded electronically – in the Construction Information System (BIS system).

The following forest roads were renovated in Kurzeme region:

  • Streiju ceļš, 3 km long (Talsi Construction Board, builder SIA “Talsu meliorators”)
  • Vamžu dambis, 1.8 km long (Ventspils Municipality Construction Board, builder SIA “Venta 1”)
  • Mežgaļu ceļš, 2.6 km long (Ventspils Municipality Construction Board, builder SIA “Venta 1”)

    Unlike the construction or reconstruction of regular roads, the restoration of forest roads requires a shorter construction time from the preparation of project documentation to the actual performance of the construction works. Consequently, the construction work documentation for these facilities (construction work log and a note on the confirmation card regarding the completion of construction works) was also arranged in the BIS system.

    “Although we have been working with the BIS system since September 2019, we used the construction section for the first time. It was a great challenge. We had to deal with both system problems and misunderstandings in its use. Electronic construction accounting was also a novelty for builders. This time, perhaps more time was invested in arranging the construction documentation of the facilities in the BIS system than it would be if it were done “the old way”, namely, in paper format. However, by working together, all the involved parties gained valuable experience in further work with the BIS system,” says Ivars Ozols, LVM Kurzeme Region Forest Infrastructure Manager.

    The Construction Law provides that as of 1 January 2020, the construction process must be recorded electronically in the BIS system. LVM also directs the construction processes of its facilities through this electronic system. LVM has gained experience in working with the BIS system, requesting technical regulations and coordinating projects. The system is still new, it is constantly being supplemented and improved. It is a new experience for both the company and its partners, and new knowledge needs to be acquired.
